  • WIOA Performance Calculations Tool
    On March 3, 2020, RSA and the WINTAC shared Calculating VR Program Performance for MSG in Program Years 2020 and 2021. This technical assistance tool highlights key information from RSA-TAC-20-02 related to establishing performance levels and outlines, using two examples, how RSA will calculate Individual Indicator Scores for Measurable Skill Gains Rate after each Program Year ends.
  • Effectiveness in Serving Employers: A Crosswalk for WIOA Title IV Employer Services
    The WINTAC, in partnership with RSA, recently published an Effectiveness in Serving Employers for WIOA Title IV Employer Services Crosswalk. RSA and its Federal partners agree that the crosswalk may be a useful technical assistance resource as VR agencies collaborate with their State partners, across all titles of WIOA, to ensure each core program’s efforts to engage with businesses and employers are collected and reported as Federal partners pilot this WIOA performance indicator.
  • Measurable Skill Gains and Credential Attainment
    WINTAC partnered with RSA to develop guides for State VR agencies related to two of the WIOA performance accountability indicators: Measurable Skill Gains (MSG) and Credential Attainment. These guides are intended to assist State VR agencies with understanding the requirements of recognized education and training programs related to the indicators and developing policies and procedures using the joint performance accountability guidance . Beginning with PY 2017 and continuing in PY 2018, State VR agencies have collected and reported information to RSA related to VR program participants who achieved a MSG. In PY 2018, State VR agencies are collecting and reporting information to RSA related to participants who obtained a recognized postsecondary credential or secondary school diploma, or its recognized equivalent, during their participation in the VR program or within one year after they exit from the VR program.
  • Performance Accountability Overview for Vocational Rehabilitation Agencies
    RSA developed a training curriculum which provides an overview of the joint guidance issued in TAC-17-01 and TAC-17-04. This curriculum contains seven independent modules that provide information on the key terms outlined in section 116 of WIOA as well as the six performance accountability indicators. It also provides an overview of supplemental wage guidance issued in TAC-17-04.
  • Essential Elements of Customized Employment
    WINTAC and the Youth Technical Assistance Center, funded by RSA, entered into a partnership with Griffin-Hammis Associates, TransCen, Inc., Marc Gold & Associates, and Virginia Commonwealth University to develop a document to identify the essential elements of customized employment (CE) as a guide for the universal application of these elements across service delivery and training providers. CE is a strategy to help individuals with barriers to employment achieve competitive integrated employment through tailoring jobs to the abilities of individuals and the needs of employers. The Essential Elements of Customized Employment will result in consistency of CE training content across the nation, an increase in CE training providers, an increase in the capacity and sustainability of CE as a service to individuals in need of the service, and a significant increase in the number of individuals who obtain competitive integrated employment through the strategies, techniques, and interventions articulated in this document.
  • Transition Guide to Postsecondary Education and Employment for Students and Youth with Disabilities
    On March 27, 2017, President Trump signed Public Law No. 115-13, which rescinded the Department of Education's regulations relating to accountability and state plans under the Elementary and Secondary Education Act of 1965, as reauthorized by the Every Student Succeeds Act (ESSA). In order to reflect these changes, OSERS revised and reissued "A Transition Guide to Postsecondary Education and Employment for Students and Youth with Disabilities" to remove references to the rescinded ESSA regulations.
  • CSAVR Fall 2016 Conference
    RSA, together with its Federal partners, provided technical assistance on the WIOA final regulations at the CSAVR Fall 2016 Conference. Under title I, the technical assistance addressed final regulations implementing the joint performance indicators and one-stop infrastructure costs. Under title IV, the technical assistance addressed final regulations implementing program-specific changes made to the VR and SE programs, as well as final regulations implementing section 511.
  • Transition-Related Changes to the VR Program Regulations
    On October 13, 2016, RSA and OSEP held a webinar on transition-related changes to the VR program regulations, resulting from WIOA, including transition-related definitions specific to the provision of pre-employment transition services and transition services; the scope of pre-employment transition services, group transition services and individualized transition services; requirements of and considerations related to the formal interagency agreement between State educational agencies and VR agencies; and limitations on the use of subminimum wage.   • RSA Regional Meetings on Program-Specific Requirements
    In the summer and fall of 2016, RSA held three regional meetings on the final regulations implementing program-specific changes made to the VR and SE programs, as well as those implementing section 511 of the Rehabilitation Act of 1973, as amended by title IV of WIOA. In the regional meetings, RSA provided technical assistance on the following areas: competitive integrated employment, employment outcome, and limitations on the use of subminimum wage; transition services, including pre-employment transition services; supported employment; and fiscal requirements.
