Joint Data Validation Webinar

On December 19, 2018, the Departments of Education and Labor published the guidelines that States must use in developing procedures for ensuring the data submitted are valid and reliable, in short, data validation guidance. In the WIOA Joint Data Validation Overview, the Departments address questions from state agencies related to the development of their data validation framework. Likewise, state agencies share their data validation challenges and solutions with their colleagues.

MOU Negotiations: The Partner Perspective

The Departments of Education and Labor held a virtual roundtable titled MOU Negotiations: The Partner Perspective on Wednesday, December 6. This virtual roundtable is a continuation of joint technical assistance related to memorandum of understanding (MOU) negotiations under the Workforce Innovation and Opportunity Act. The goal of this roundtable is to break down silos, bring partner programs to the table, and have a larger discussion on their experiences with local negotiations. Grantees of the Departments of Labor, Education, and Health and Human Services will highlight not only the obstacles they have faced during their local negotiations, but also some best practices they picked up along the way.

Effectiveness in Serving Employers

The Departments of Education and Labor held a joint webinar titled “Effectiveness in Serving Employers – Another Look” on Wednesday, November 8, 2017. Earlier in 2017, several state representatives met to form a cohort to discuss their progress with the Effectiveness in Serving Employer indicator of performance under WIOA. Council of State Administrators of Vocational Rehabilitation (CSAVR) - November 2016

The Rehabilitation Services Administration (RSA), together with its federal partners in the Departments of Education and Labor, provided technical assistance on the final regulations under titles I and IV of the Workforce Innovation and Opportunity Act (WIOA) at the Council of State Administrators of Vocational Rehabilitation (CSAVR) fall conference, November 7 through November 10, 2016. Under title I, the technical assistance addressed final regulations implementing the joint performance indicators and the one-stop infrastructure. Under title IV, the Rehabilitation Act, the technical assistance addressed final regulations implementing program-specific changes made to the State Vocational Rehabilitation (VR) Services program and the State Supported Employment Services program, as well as final regulations implementing new section 511, Limitations on the Use of Subminimum Wage. WIOA: Career Pathways

The Departments of Education, Labor, and Health and Human Services held a joint webinar on Career Pathways on Wednesday, November 30, 2016.

In this webinar, federal partners will discuss national efforts to promote and support the building and strengthening of career pathways systems and programs. The team will highlight relevant career pathways sections of the Workforce Innovation and Opportunity Act (WIOA) and regulations. You will also get a first-hand look at the newly released ‘Career Pathways Toolkit: An Enhanced Guide and Workbook for System Development’ that aligns with the vision, definition, and requirements of WIOA and embeds hands-on worksheets to assist state and local teams with implementation of the six elements of career pathways.

OSEP/RSA: Transition-Related Changes to the VR Program Regulations

On October 13, 2016, RSA and OSEP held a webinar focused specifically on transition-related changes under the Rehabilitation Act of 1973, as amended by the Workforce Innovation and Opportunity Act (WIOA). The webinar focused on transition-related changes to the vocational rehabilitation (VR) program regulations, as amended by WIOA including transition-related definitions specific to the provision of pre-employment transition services and transition services; the scope of pre-employment transition services, group transition services and individualized transition services; requirements of and considerations related to the formal interagency agreement between State educational agencies and VR agencies; and limitations on the use of subminimum wage. RSA-911: Introduction to Data Collection and Reporting Requirements

The Rehabilitation Services Administration (RSA) has posted the first in a series of webinars related to the changes and the collection and reporting of data via the Case Service Report RSA-911. In this recorded webinar, RSA staff provide an overview of the performance measures, key terms in the joint guidance, information on how the terms apply to VR and the RSA-911. RSA also discusses the deliverable timelines for 2016 and 2017 and how to use the RSA-911 data to monitor the performance of the VR program within the state agency.
