CAP was concerned about a VR client who was both deaf and blind accessing the Older Blind program. Client received training on new equipment received. Interpreter services to train the equipment were charged to the $1000 available to the client. CAP turned in an ADA complaint to the Department of Justice. CAP reported the issue to the RSA point person for the Older Blind program of Oklahoma. CAP received information that VR had the option to pay for the interpreter services to train on the new equipment or not.

Part VI. Case Examples
Case Examples
I received a complaint against Oklahoma VR from a counselor employed by VR. The counselor complains that a deaf/blind client on her caseload was charged for interpreter services out of the $1000 qualified for under the Older Blind Program. VR Field Coordinator and Attorney for Oklahoma VR listened to my concerns without action. I then made a complaint to the U.S. Department of Justice, Civil Rights Division. DOJ declined to investigate without providing a reason. I made a second complaint to Nicole Jeffords who is in charge of the Older Blind Program for the State of Oklahoma within the Rehabilitation Services Administration of the U.S. Department of Education. Nichole Jeffords responded to my description of what had happened by citing policy that VR could pay for the cost of interpretation but were not required to do so. I provided all this information to the VR counselor who had originally contacted the Client Assistance Program.
