C. Agency Outreach
Outreach during FY 2020 was limited by the pandemic. While there was contact to some degree via phone/internet, it was not to the degree CAP would like. While initially contact may continue to be virtual for FY 2021, CAP has arranged to contract with an exceptionally knowledgeable and experienced professional to carryout outreach goals with targeted groups. This individual was previously the director of vocational rehabilitation in ND and is now retired. CAP staff is looking forward to this model for FY 2021.

The CAP director and VR director discussed the idea of CAP using its designated dollars to contract for a qualified individual to conduct outreach across the state. The intent being that the outreach coordinator increase awareness about CAP which, logically, would also include information and awareness about VR. The individual recruited to do this work is a retired executive director of the VR agency in ND. It was agreed by both parties to move ahead with this and CAP contracted with this individual. The targets for outreach have been discussed with the outreach coordinator on an ongoing basis and have broadened to be more inclusive of transition-age youth. There is also a focus on those under served including the Native American reservations. This targeted outreach impacts the practices of both the CAP and VR and will hopefully result in more referrals to each of these programs. It is a collaborative effort.

Case Examples
Sara was a client of the tribal VR agency on one of the State's Indian reservations. She was diagnosed with an auto-immune disease (non-AIDS/HIV). The identified problems included funding for equipment and services including a laptop, transportation, change of VR policies without prior notice, and conflicts with the VR Counselor. CAP work included prolonged negotiation with the tribal VR regarding development of the IPE to include appropriate financial assistance for Sara for her last year of college to obtain her four-year degree. Negotiations were ultimately successful. Sara's IPE was developed and implemented; she received financial assistance and assistive technology (laptop) to complete her final year of a four-year degree program.

Fred had been working with VR some time but he was not satisfied, saying there had been no progress in finding him a job. He has a mental illness. He expressed not being in agreement with his current and previous IPE's. With representation from CAP, a new IPE was negotiated for Fred to include his preferred employment goal of being a security officer. He was assisted by VR and became employed in his chosen field.
