In the final quarter of the fiscal year within which DRM has had the CAP, we have been focused on outreach to VR counselors, community service and rehabilitation providers, individuals receiving VR services, and stakeholder groups such as the State Rehabilitation Councils and the Statewide Independent Living Council. We have presented information regarding VR services available, the CAP, client rights under the ADA, and other information regarding independent living to all of the aforementioned entities.
C. Agency Outreach
DRM has identified transition-aged youth, especially those youth with developmental disabilities, and adults with developmental disabilities in general, as a target outreach group. In addition, DRM is in the development stages of its plans to conduct outreach to Maine's Somali Bantu community and Maine's indigenous communities. Because DRM received this grant toward the end of the fiscal year, DRM's focus has been on identifying the gaps in representation in Maine in order to develop a targeted outreach plan to ensure that underserved groups have access to Maine's CAP and VR services going forward.

(1) Maine has a special appointment process that favors individuals with disabilities in internal state interviewing and hiring processes. It became clear that this system was not functioning as statutorily intended, and DRM addressed this issue with the relevant agencies, ultimately resulting in the process being reviewed and reinvigorated.

For the portion of FY20 that our agency had the CAP award, the person-years staffing the CAP program were 0.8: 0.26 administrative personnel, and .54 program staff. Going forward, the CAP will be staffed by 1.71 person years, with 0.31 being administrative personnel and 1.4 being program staff. There have been no vacant positions.

Case Examples
Because Disability Rights Maine is submitting this report with approximately only one quarter of reporting data, there was only one case closed prior to the close of the fiscal year. Upon receiving this grant, DRM immediately began working on cases, but the majority of those cases were still open and ongoing prior to the close of the fiscal year. DRM looks forward to providing more interesting case examples in our FY2021 reporting. Here is one example of the type of case DRM has worked on since receiving the CAP:

A 35 year old individual with mental health diagnoses requested assistance in obtaining services from state VR. The client had been looking for a job for months with no success and wanted help getting the supports he needed to obtain and succeed in a new job. A DRM advocate assisted the client in applying for VR services. The Advocate also provided the client with information about the types of supports he could obtain from VR and with guidance in working with his VR Counselor. The client was able to get a job without assistance from VR, but is now equipped with the information and resources he needs to obtain services from VR to advance in his job. As a result of DRM assistance, the client will be able to access increased employment supports and opportunities in the future.
