<p>(86235) (15 trained) DRO provided a training for the Ross County Re-Entry Coalition about DRO services, ADA, voting rights, VR and other services available to persons with disabilities when leaving prison. The audience included prison staff, reentry staff, and other professionals who frequently interact with people in prison. Statistically, people in prison come from underserved areas.</p><p><p>(83254) (35 trained) DRO presented to legal service attorneys for the Ohio Poverty Law Center&rsquo;s Education Taskforce on special education, transition services, remedies and attorney fees. The attorneys that were trained provide services for low income individuals who fall with in the category of underserved communities.</p><p><p>(86393) (30 trained) During the Milestones Conference, DRO presented on transition planning, employment options/supports, and university/college options for youth with disabilities. The audience included parents of youth with disabilities, as well as service providers. Since the conference was a national conference, there were members from several rural counties in Ohio.</p><p><p>(82273) DRO sponsored and exhibited at the Ohio Association of Area Agencies on Aging Annual Conference on Aging and Disability Resource Networks. The audience included staff and board members of Area Agencies on Again (AAA), Job and Family Services county staff, and providers and vendors who provide serviced to elderly individuals who often face isolation.</p><p>

<p>DRO staff was interviewed for PSA on WMOA radio in Marietta, Ohio regarding the special education training DRO did in the area.</p><p><p>DRO staff contributed to an article about the CAP program and how DRO can assist individuals with services from Opportunities for Ohioans with Disabilities and information about employment rights under Title 1 of the ADA. This article was written for the quarterly newsletter of the American Council of the Blind of Ohio and geared towards individuals with visual impairments.</p><p><p>DRO produced 5000 booklets about DRO in FY18.</p><p>

<p>In 2018, Ohio&rsquo;s Governor Kasich signed a senate bill establishing the Opportunities for Ohioans with Disabilities Council. DRO and a coalition of disability advocates and organizations worked with the Director of Opportunities for Ohioans with Disabilities (OOD), and Senator Dave Burke to bring Ohio into compliance with federal law. The move gives people with disabilities an increased voice at OOD, the state agency that oversees vocational rehabilitation for people with disabilities in Ohio. The new OOD Council will provide input, planning, and oversight regarding the agency's organizational effectiveness, vocational services, and client outcomes.</p><p><p>The 15 members of the OOD Council will be appointed by the governor to serve three-year terms, with the Council electing its own chairperson. Council members will represent a wide range of disability, business, and educational interests, and a majority of the seats must be held by people with disabilities. As the Client Assistance Program (CAP) under the federal Rehabilitation Act of 1973, DRO will hold a permanent spot on the Council.</p><p>

<p>A client had an Individual Plan for Employment (IPE) for self-employment which included services for a van modification. When the IPE was amended the Opportunities for Ohioans with Disabilities (OOD) took off the van modification from the plan but did not explain to the client his appeal rights. Later the client requested a new counselor and appealed the denial of the request of the van, as well as the closure of his case. An informal hearing was called to remedy the situation. At the hearing, OOD took the position that the denial of a counselor change was not an appealable issue. DRO filed for a review of the hearing decision in federal court. As a result of the litigation, OOD agreed to revise its appeals policy to include the federal law on when appeal rights must be provided to OOD consumers, as well as to train counselors on the fact that the denial of a counselor change can be an appealable issue. OOD agreed that the client, if he reapplied for services, would be assigned an OOD employee as a counselor as opposed to a contract counselor and his application for services would be expedited. On basis of this settlement agreement, the litigation was voluntarily dismissed with prejudice.</p><p>

Case Examples

A client contacted DRO for assistance in working with the Opportunities for Ohioans with Disabilities to obtain a device that he needed to assist him with work in the community. OOD denied the client&rsquo;s request and the client asked for DRO&rsquo;s help with an appeal of that decision. DRO advocated on behalf of client and successfully obtained the device client needed. In the course of advocacy, DRO also assisted the client in obtaining job development services and community work experience through OOD.</p><p><p>3. A client reached out to DRO who receives services from Opportunities for Ohioans with Disabilities. The client said her current job was discriminating against her by calling her names including &quot;slow&quot; and &quot;retarded&quot;. The client's job coach agreed that the job was not a good fit and has shared those concerns with the OOD counselor. The client wanted her counselor to help her find a new job but the counselor refused stating she should just stay at her current place of employment. DRO provided the client with advocacy by investigating her complaints of discrimination against her OOD vocational rehabilitation counselor (VRC) and her employer. DRO also provided guidance with developing an employment goal that OOD would support. OOD would not support her desired goal of becoming a home health aide because of collateral sanctions. DRO was able to assist the client with seeking relief of her offensives by drafting the online petition for a Ohio Certificate of Qualification for Employment (CQE) and then referred her to Legal Aid Society of Greater Cincinnati to help her file it with the Hamilton County Court of Common Pleas.
