WIOA requires that State VR programs submit an annual statewide performance report, including information on levels of performance achieved with respect to the primary indicators of performance outlined in section 116.
Program Year 2017
For PY 2017, State VR programs reported this information for the first time under WIOA. These reports only include performance results for Measurable Skill Gains (MSG) Rate because this was the only indicator for which data were available for reporting and represent gains that participants achieved during PY 2017.
Program Year 2018
For PY 2018, State VR programs reported performance across three indicators:
- MSG Rate (participants during PY 2018);
- Employment Rate in the Second Quarter after Exit (participants who exited during PY 2017); and
- Median Earnings in the Second Quarter after Exit (participants who exited during PY 2017)
Program Year 2019
For PY 2019, State VR programs reported performance across five indicators:
- MSG Rate (participants during PY 2019);
- Employment Rate in the Second Quarter after Exit (participants who exited during PY 2018);
- Median Earnings in the Second Quarter after Exit (participants who exited during PY 2018);
- Employment Rate in the Fourth Quarter after Exit (participants who exited during CY 2018); and
- Credential Attainment Rate (participants who exited during CY 2018)
Program Year 2020
For PY 2020, State VR programs reported performance across five indicators for the second consecutive year:
- MSG Rate (participants during PY 2020);
- Employment Rate in the Second Quarter after Exit (participants who exited during PY 2019);
- Median Earnings in the Second Quarter after Exit (participants who exited during PY 2019);
- Employment Rate in the Fourth Quarter after Exit (participants who exited during CY 2019); and
- Credential Attainment Rate (participants who exited during CY 2019)
Program Year 2021
State VR programs will submit these reports by October 1, 2022, which will include the following performance results:
- MSG Rate (participants during PY 2021);
- Employment Rate in the Second Quarter after Exit (participants who exited during PY 2020);
- Median Earnings in the Second Quarter after Exit (participants who exited during PY 2020);
- Employment Rate in the Fourth Quarter after Exit (participants who exited during CY 2020); and
- Credential Attainment Rate (participants who exited during CY 2020)

To protect the confidentiality of VR program participants, RSA applies data suppression to sample sizes of 1, 2, or 3 participants and does not publish corresponding rates. Suppressed data are indicated with a dash. RSA publishes sample sizes of 0 participants and corresponding rates of 0.0%.
