For Vocational Rehabilitation State Grants, the Rehabilitation Act of 1973 as amended by the Workforce Innovation and Opportunity Act (WIOA) provides states with some flexibility with respect to the organizational positioning of the program within the state structure. In the State of Kansas, the VR program is located in a health and human services agency, and within that in a designated state unit that is primarily concerned with VR or vocational and other rehabilitation of individuals with disabilities.
