For Vocational Rehabilitation State Grants, the Rehabilitation Act of 1973 as amended by the Workforce Innovation and Opportunity Act (WIOA) provides states with some flexibility with respect to the organizational positioning of the program within the state structure. In the State of Connecticut, the VR program is located in a disability program agency, and within that the VR program is located in a state agency primarily concerned with vocational rehabilitation and other rehabilitation of individuals with disabilities.

For Vocational Rehabilitation State Grants, the Designated State Agency (DSA) is the entity which administers state plan or supervises its administration. For this grant, the DSA is Services for the Blind, Vocational Rehabilitation Program.

The Designated State Unit (DSU) - which is responsible for VR service delivery, policy formulation and implementation , and allocation and expenditure of funds - is the same as the DSA for this grant award.
