For Vocational Rehabilitation State Grants, the Rehabilitation Act of 1973 as amended by the Workforce Innovation and Opportunity Act (WIOA) provides states with some flexibility with respect to the organizational positioning of the program within the state structure. In the State of Maryland, the VR program is located in an education agency, and within that in a designated state unit that is primarily concerned with VR or vocational and other rehabilitation of individuals with disabilities.

For Vocational Rehabilitation State Grants, the Designated State Agency (DSA) is the entity which administers state plan or supervises its administration. For this grant, the DSA is Maryland Division of Rehabilitation Services.

The Designated State Unit (DSU) - which is responsible for VR service delivery, policy formulation and implementation , and allocation and expenditure of funds - is the same as the DSA for this grant award.
