For Vocational Rehabilitation State Grants, the Rehabilitation Act of 1973 as amended by the Workforce Innovation and Opportunity Act (WIOA) provides states with some flexibility with respect to the organizational positioning of the program within the state structure. In the State of Rhode Island, the VR program is located in a health and human services agency, and within that the VR program is located in a state agency primarily concerned with vocational rehabilitation and other rehabilitation of individuals with disabilities.
