Vocational Rehabilitation Monitoring and Technical Assistance Guide


also known as MTAG

Section 107(b) of the Rehabilitation Act of 1973 (Act), as amended by title IV of the Workforce Innovation and Opportunity Act (WIOA), requires the commissioner of the Rehabilitation Services Administration (RSA) to provide technical assistance to state vocational rehabilitation (VR) agencies to improve the quality of vocational rehabilitation (VR) services provided to, and promote the achievement of high quality employment outcomes by, individuals with disabilities. To fulfill, in part, this requirement, RSA has developed this protocol through which it will review the progress of VR agencies toward compliance with new requirements under the Act, as amended by WIOA, and provide technical assistance to assist states in complying with those requirements.

Vocational Rehabilitation Services and Supported Employment Services Programs Federal Fiscal Year 2017 Monitoring and Technical Assistance Guide


The Vocational Rehabilitation Services and Supported Employment Services Programs - Federal FY 2017 Monitoring and Technical Assistance Guide (PDF, 981KB) is intended to serve as a resource and planning guide for VR agencies and state teams to assist in the preparation for and conduct of monitoring and technical assistance visits this fiscal year. The specific programs covered by the Guide include:

  • the VR program, authorized under Title I of the Rehabilitation Act; and
  • the supported employment (SE) program, authorized pursuant to Title VI of the Rehabilitation Act.

The Guide includes five focus areas to be covered during the technical assistance visits:

  • Performance of the VR and Supported Employment programs, including competitive integrated employment outcomes;
  • Transition services and employment outcomes for youth with disabilities, including pre-employment transition services for students with disabilities;
  • Supported employment for individuals with the most significant disabilities, including youth with the most significant disabilities;
  • Fiscal integrity of the VR and Supported Employment programs; and
  • Progress of VR agencies toward implementing certain requirements under title I of WIOA governing unified and combined planning, performance accountability, and the one-stop service delivery system.

The nature and scope of, along with the activities to be conducted under, each focus area is contained in Sections III through VII of the Guide.

RSA review teams plan to conduct monitoring and technical assistance visits to the following VR agencies in FY 2017: ME/B and G, MD/C, CO/C, IN/C, FL/B and G, MA/B and G, OH/C, TN/C, GA/C, and MI/B and G.

FY 2016 Technical Assistance Guide


The Rehabilitation Services Administration’s FY 2016 Technical Assistance Guide (Guide, PDF, 738KB) for the Vocational Rehabilitation (VR) Program is intended to serve as a resource and planning guide for VR agencies and state teams to assist in the preparation for and conduct of technical assistance visits this fiscal year.

The specific programs covered by the Guide include:

FY 2014 Monitoring and Technical Assistance Guide and Tables


The FY 2014 Monitoring and Technical Assistance Guide (MTAG) included a new focus area through which it assessed the use of VR program resources to achieve quality employment outcomes by conducting an in-depth and integrated analysis of core VR program and fiscal data.
