Formula Grant Programs



Formula Grants are allocations of money to states or their subdivisions in accordance with a distribution formula prescribed by law or administrative regulation for activities of a continuing nature not confined to a specific project. The Office of Special Education and Rehabilitative Services (OSERS) in the U.S. Department of Education (Department) has received requests for clarification regarding the period of performance for the Rehabilitation Services Administration’s (RSA’s) formula grant awards. A Frequently Asked Questions (FAQ) page was developed which defines the period of performance and its impact on the obligation and carryover of Federal funds. The information in these FAQs provides guidance and technical assistance to RSA formula grantees that will enable them to maximize the drawdown of Federal award funds during the period of performance and assist individuals with disabilities to achieve high-quality employment.
