For each of your PAIR program priorities for the fiscal year covered by this report, please:

[Fiscal Year 2016]<p>GOAL 1: In fiscal year 2016, PAIR program will provide legally-based advocacy services on behalf of individuals with disabilities and their families in the CNMI.<p>Priority 1.1: In fiscal year 2016, PAIR program will facilitate appropriate advocacy and provide direct representation for no less than 200 eligible individuals with disabilities in the community.<p>Outcome(s) Description:<p>In Fiscal Year 2016, PAIR personnel provided direct advocacy representation for forty-nine (49) individuals with disabilities this fiscal. This represents the number of individuals who sought services, met PAIRs eligibility criteria and subsequently got assigned a specific case file/worker and/or had an active issue in FY 2016 - summaries of some select, closed and pending cases/issues follow:<p>[CLOSED CASES]<p>#16-IR-012: On Feb 22, 2016 58 year old Caucasian male with a circulatory impairment was seeking NMPASIs assistance with employment with the Public School System where he worked as a Middle School Teacher. Specifically, he sought help concerning denial of his medical leave.<p>Client fainted in the workplace. Client sent an email to principal that he will be heading out to seek medical attention. According to client, school Principal responded negatively to his leave request suggesting client might lose his job. Client sought PAIR assistance to assist with protecting his job.<p>Correspondence and discussions with school Principal ensued. Per negotiations with Principal and school system management, client was offered a new position with PSS central office as a Sports Coordinator. Client accepted the offer and thanked us for our assistance.<p>#16-IR-004: On November 30, 2015 , a 50 year old Asian man requested assistance from our office with his government benefits.<p>Client has been disabled due to a stroke, and has recently been diagnosed with renal failure. After months of following up with SSA and PAIR intervention, client is now receiving the benefits.<p>Wife came by and delivered a letter from SSA stating that client was approved and will be receiving $1,859 every month.<p>[PENDING CASES]<p>#16-IR-014: Case was opened to assist a 42 year old male with oral cancer residing at Department of Corrections (DOC) in regards to receiving appropriate treatment. Client is still pending trial for the crime he allegedly committed.<p>Client requested the use of soarsop tea as treatment for his cancer, as he had used this remedy in the past with positive outcomes.<p>Corrections denied his right for use of traditional healing medicines. DOC preferred to have client undergo a biopsy and then look ahead to modern treatments.<p>Advocate attempted negotiations with corrections to allow for the soarsop tea and brought forward options to provide the traditional healing (Graviola capsules).<p>DOC continued to deny client's request. As a result Legal Counsel filed for Injunctive Relief in U.S. District Court. Within one day of filing, DOC through the Attorney General's Office
B. Priorities and Objectives for the Current Fiscal Year

  3. a description of the activities to be carried out under each priority.
[Fiscal Year 2016]<p>GOAL 1: In fiscal year 2016, PAIR program will provide legally-based advocacy services on behalf of individuals with disabilities and their families in the CNMI.<p>Priority 1.1: In fiscal year 2016, PAIR program will facilitate appropriate advocacy and provide direct representation for no less than 200 eligible individuals with disabilities in the community.<p>Priority 1.2: Facilitate sufficient technical assistance to family members of people with disabilities.<p>Priority 1.3: In fiscal year 2016, PAIR program personnel will facilitate appropriate representation for un/underserved individuals with disabilities (including but not limited to those living in institutions or other housing facilities).<p>GOAL 2: To advance the understanding of and appreciation for Protection & Advocacy services and disability-related issues in the CNMI.<p>Priority 2.1: Facilitate opportunities for the community to engage in learning about disability-related issues.<p>Priority 2.2: Promote the understanding of local and federal disability laws.<p>Priority 2.3: Foster local capacity in self-advocacy for individuals with disabilities.<p>Priority 2.4: To enhance the quality of protection and advocacy services and the efficiency of the organizations operations.<p>

  2. Budget for the fiscal year covered by this report
    Outline the budget for the fiscal year covered by the report (prior fiscal year), as well as a projection for the current fiscal year.  Be sure to include a breakdown of dollars expended/allotted for:  administrative costs (i.e., personnel salaries, equipment, etc.); services to individuals; and other expenses (i.e., staff training, travel, etc.)
  3. Description of PAIR staff (duties and person-years)
  4. Involvement with advisory boards (if any)
  5. Grievances filed under the grievance procedure
  6. Coordination with the Client Assistance Program (CAP) and the State long-term care program, if these programs are not part of the P&A agency
