Statutory Authority
Section 107 of the Rehabilitation Act of 1973, as amended by title IV of WIOA, requires RSA to conduct annual reviews and periodic on-site monitoring of programs authorized under Title I of the Rehabilitation Act to determine whether a VR agency is complying substantially with the provisions of its WIOA Unified or Combined State Plan.
Section 107 Monitoring Reports
VR program monitoring and technical assistance reports are available beginning with Federal Fiscal year (FFY) 2007. RSA has also made available the relevant Monitoring and Technical Assistance Guide (MTAG) or other guides that RSA used each FFY.
Topical Index of VR Program Monitoring Findings
RSA maintains a Topical Index of VR Program Monitoring Findings, including findings, observations, and recommendations that RSA has made since FFY 2017. The Index is organized by topics and includes the year monitoring reports were published, links to the monitoring reports, and corresponding page numbers in the reports. RSA updates the Index annually to include findings from the most recent VR program monitoring reports.
Section 107 Annual Review Reports
Pursuant to Section 107 of the Rehabilitation Act, RSA conducts annual reviews of each State to determine whether States are substantially complying with requirements in their WIOA Unified or Combined State Plans, including provisions related to pre-employment transition services for students with disabilities and the timeliness of both eligibility determination and individualized plan for employment development.
